Will converting to PNG make the background transparent?
No. Since JPG images do not contain an alpha (transparency) channel, any white or solid background in the original JPG will remain exactly the same in the resulting PNG.
Will the image quality improve?
No. Converting a lossy format (JPG) to a lossless format (PNG) simply preserves the current state of the image. It cannot restore detail that was already lost during the original JPG compression.
